This is a very tiny tool, which can (while running) change your locale settings (like decimal character).
Whenever you see messages like the following, this tool might come-in quite handy.
You can also drop an application on it, and it will automatically start running it with the changed settings.
In case you are worried because of the very small file size, I let it run through virustotal, which came-up with no single detection.
